Mr. Yassin's expertise is in the areas of public finance, public administration, tax increment financing and special district financing. Prior to joining MuniCap, Inc., Mr. Yassin worked for an international trading company and, previously, was an operations manager in charge of government contract management, budget administration, and capacity building for a multi-national inspection corporation.

Mr. Yassin has a Master of Science degree in Accounting and Business Advisory Services, an MBA in Management Information Systems from the University of Baltimore, Merrick School of Business, and a Bachelor of Arts, summa cum laude, with a major in accounting and a minor in management. Mr. Yassin was selected by Who's Who among American students for outstanding academic achievement and received many honors, including top graduate of the year. Mr. Yassin is a registered Municipal Advisor (Series 50).

Lindsay Banner Lindsay Banner
Vice President

Ms. Banner has been an employee of MuniCap, Inc. for over eight years and has assisted with the preparation of financial projections and implementation of financial programs for numerous projects. In her position, Ms. Banner manages over forty differing large-scale, catalytic development projects and actively participates in all aspects of the financial structure of each deal from conception to capitalization and implementation. In addition, she is responsible for growing the company in the Texas market. Clients include public entities, such as the City of Baltimore, City of East Providence, and Lehigh County Industrial Development Authority, as well as private entities such as Gaylord, Corporate Office Properties Trust, and Howard Hughes Company. Prior to joining MuniCap, Inc, Ms. Banner worked in the banking industry and for JPMorgan Chase Global Trade Services.

Ms. Banner is a 2007 graduate of Clarion University. She graduated summa cum laude from the Honor’s Program with a B.S.B.A. degree in International Business, Personal Finance, and Economics and a minor in French. Ms. Banner focused her undergraduate thesis on microfinance, emerging stock markets, and economic development correlating her research to exposure gained to these markets during her Semester at Sea study abroad experience. While attending Clarion University, Ms. Banner was a four year varsity volleyball player and was an ESPN The Magazine Academic All-American her senior year. Also during her time at Clarion University, Ms. Banner was an active member of the Financial Management Association, Real Estate Association and Political Economy Clubs, while acting as a youth group leader at the Clarion First United Methodist Church.

In 2013, Ms. Banner graduated from the Johns Hopkins University with a Master of Science in Real Estate from the Edward St. John Real Estate Program of the Carey Business School. She currently serves on the inaugural committee for the Urban Land Institute – Baltimore, Women’s Leadership Initiative, as well as the Clarion University College of Business and Information Sciences Advisory Council. In addition, she is active in the Association of Public Finance Professionals, Council of Development Finance Agencies, Lambda Alpha International Land Economics Society, and Sandtown Habitat for Humanity. She continues to coach youth girls’ basketball in her free time, as well as play in the Baltimore social softball and volleyball leagues, while traveling as frequently as time allows. Ms. Banner is a registered Municipal Advisor (Series 50).

Joshua Arendt Joshua Arendt
Senior Associate

Mr. Arendt is responsible for bond administration services, including, but not limited to, preparation of continuing disclosure reports, monthly account reconciliation, special assessment analysis, and delinquency collections. Additionally, he assists with public-private relationship growth and market development in the Texas market.

Prior to joining the MuniCap, Inc. team, he served as a PGA Professional in various high-end, private clubs in Florida, Alabama, Maryland, Colorado, and Delaware. These experiences allowed him to build his organizational, business development and communication skills that help shape his approach to client relations and service.

Mr. Arendt graduated summa cum laude with a Bachelor of Science degree in Business Administration, with a concentration in Professional Golf Management, from Methodist University in Fayetteville, NC. He also participated in Methodist’s Student Government Association and served as an assistant golf coach to the national champion Lady Monarch women’s golf team. Mr. Arendt is a registered Municipal Advisor (Series 50).

Devon Whitlock

Mr. Whitlock is responsible for bond administration services, including preparation of continuing disclosure reports, monthly account reconciliation, special assessment analysis, and delinquency collections. Additionally, he specializes in developing financial projection models, parcel research, and project management. Having joined the MuniCap team with three years of experience in the Texas public finance realm, he provides value to the growth of the company in the Texas market.

Prior to joining MuniCap, Mr. Whitlock served as a quantitative analyst at SAMCO Capital Markets, Inc., where his primary responsibilities included developing official statements, aiding in closing transactions, continuing disclosure requirements, and pursuing refunding opportunities of client debt. He began his career as an analyst at the Municipal Advisory Council of Texas, where his duties included creating and updating the Texas Municipal Reports for various Texas entities, which provide detailed analysis of municipal issuers’ financial position, the overall economy, and detailed view of their debts.

Mr. Whitlock graduated from the University of Missouri with a Bachelor of Science Business Administration, with an emphasis in marketing. He is registered with the Financial Industry Regulatory Authority as a General Securities Representative (Series 7), Municipal Advisor Representative (Series 50) and Uniform Securities Agent State Law (Series 63).

Amanda Norman Mark Pfirrman

Mr. Pfirrman is responsible for providing ongoing bond administration services to number of tax increment reinvestment zones and PIDs. Services provided include annual budget preparation, parcel research, financial record keeping and trustee oversight, surveillance and reporting, including SEC required reporting, continuing disclosure report preparation, and preparation of annual PID plan updates. Additionally, services include research and analysis associated with financial modeling and projections.

Mr. Pfirrman is a recent graduate of the College of William & Mary and has a Bachelor of Arts with a major in government and a minor in history. At William & Mary, Mr. Pfirrman was a leader in his fraternity, coached youth volleyball and later served as a transportation specialist for the American Red Cross. Prior to joining MuniCap, Mr. Pfirrman interned for the RMR Group, an alternative asset management company, where he gained experience in commercial real estate acquisitions and research.
