abdi Yassin Abdi Yassin
Senior Vice President

Mr. Yassin's expertise is in the areas of public finance, public administration, tax increment financing and special district financing. Prior to joining MuniCap, Inc., Mr. Yassin worked for an international trading company and, previously, was an operations manager in charge of government contract management, budget administration, and capacity building for a multi-national inspection corporation.

Mr. Yassin has a Master of Science degree in Accounting and Business Advisory Services, an MBA in Management Information Systems from the University of Baltimore, Merrick School of Business, and a Bachelor of Arts, summa cum laude, with a major in accounting and a minor in management. Mr. Yassin was selected by Who's Who among American students for outstanding academic achievement and received many honors, including top graduate of the year. Mr. Yassin is a registered Municipal Advisor (Series 50).

Joshua Arendt Joshua Arendt
Vice President

Mr. Arendt is responsible for bond administration services, including, but not limited to, preparation of continuing disclosure reports, monthly account reconciliation, special assessment analysis, and delinquency collections. Additionally, he assists with public-private relationship growth and market development in the Texas market.

Prior to joining the MuniCap, Inc. team, he served as a PGA Professional in various high-end, private clubs in Florida, Alabama, Maryland, Colorado, and Delaware. These experiences allowed him to build his organizational, business development and communication skills that help shape his approach to client relations and service.

Mr. Arendt graduated summa cum laude with a Bachelor of Science degree in Business Administration, with a concentration in Professional Golf Management, from Methodist University in Fayetteville, NC. He also participated in Methodist’s Student Government Association and served as an assistant golf coach to the national champion Lady Monarch women’s golf team. Mr. Arendt is a registered Municipal Advisor (Series 50).

Amanda Norman Mark Pfirrman
Senior Associate

Mr. Pfirrman is responsible for providing ongoing bond administration services to number of tax increment reinvestment zones and PIDs. Services provided include annual budget preparation, parcel research, financial record keeping and trustee oversight, surveillance and reporting, including SEC required reporting, continuing disclosure report preparation, and preparation of annual PID plan updates. Additionally, services include research and analysis associated with financial modeling and projections. Mr. Pfirrman is a registered Municipal Advisor (Series 50).

Mr. Pfirrman is a recent graduate of the College of William & Mary and has a Bachelor of Arts with a major in government and a minor in history. At William & Mary, Mr. Pfirrman was a leader in his fraternity, coached youth volleyball and later served as a transportation specialist for the American Red Cross. Prior to joining MuniCap, Mr. Pfirrman interned for the RMR Group, an alternative asset management company, where he gained experience in commercial real estate acquisitions and research.

Devon Whitlock
Senior Associate

Mr. Whitlock is responsible for project management, financial modeling, and analytical research related to tax increment and special assessment financing. Mr. Whitlock also assists with bond administration services, including preparation of continuing disclosure reports, monthly account reconciliation, special assessment analysis, and delinquency collections. Having joined MuniCap in 2018, he also brings over three years of experience.

Prior to joining MuniCap, Mr. Whitlock served as a quantitative analyst at SAMCO Capital Markets, Inc., where his primary responsibilities included developing official statements, aiding in closing transactions, continuing disclosure requirements, and pursuing refunding opportunities of client debt. He began his career as an analyst at the Municipal Advisory Council of Texas, where his duties included creating and updating the Texas Municipal Reports for various Texas entities, which provide detailed analysis of municipal issuers’ financial position, the overall economy, and detailed view of their debts.

Mr. Whitlock graduated from the University of Missouri with a Bachelor of Science Business Administration, with an emphasis in marketing. He is registered with the Financial Industry Regulatory Authority as a General Securities Representative (Series 7), Municipal Advisor Representative (Series 50) and Uniform Securities Agent State Law (Series 63).

Amanda Norman Hilare Lopez
Associate

Ms. Lopez is responsible for providing bond administration services, including parcel research, financial modeling and projections, financial record keeping, account reconciliation, and trustee oversight to multiple tax increment reinvestment districts and PIDs. Ms. Lopez also assists with compliance related to MSRB rules and office management.

Prior to joining MuniCap, Ms. Lopez worked for an import company in Düsseldorf, Germany, where she coordinated investor meetings, conducted financial research, and worked closely with the CEO.

Ms. Lopez graduated from Angelo State University with a Bachelor of Business Administration and a concentration in Corporate Finance and a minor in Accounting. She was involved in student organizations that included the Financial Investments Organization and Culture Exchange. Ms. Lopez was very involved in her community by volunteering in local events and pep rallies known as “Ram Jams.”

Mr. Whitlock is responsible for providing bond administration services for public finance projects that utilize special assessments and tax increment financing. Services provided include parcel research, preparation of continuing disclosure reports, financial record keeping and trustee oversight, account reconciliation, special assessment analysis, and coordinating special district disclosure and training programs.

Mr. Whitlock is a recent graduate from the University of Missouri with a Bachelor of Science in Business Administration with an emphasis in finance, banking, and real estate. Mr. Whitlock interned for MuniCap, Inc., prior to joining the company full time. Mr. Whitlock also previously worked for Flat Branch Home Loans, a mortgage company, where he gained experience in residential real estate.
