Amanda Norman Morgan McElravy
Manager

Ms. McElravy is responsible for providing ongoing bond administration services to a number of tax increment districts, special assessment districts, and special tax districts. These services include but are not limited to annual budget preparation, parcel research, financial record keeping and trustee oversight, project monitoring, surveillance and reporting, including SEC required reporting obligation, and preparing annual reports for clients.

Ms. McElravy has a Bachelor of Science Business Administration from Clarion University of Pennsylvania, where she graduated summa cum laude, with a double major in finance and real estate. Ms. McElravy received numerous honors in her scholastic career, including Gray’s Real Estate Scholarship and Venango Endowment Scholarship, as well as earning recognition as Clarion University’s Outstanding Real Estate Student. Ms. McElravy is a member of Beta Gamma Sigma, an internationally recognized business honor society. Ms. McElravy is a registered Municipal Advisor (Series 50).

Amanda Norman Monica Munsch
Associate

Ms. Munsch is responsible for providing ongoing administration and compliance services to a number of tax increment districts, special assessment districts, and special tax districts. A primary focus of Ms. Munsch’s work is ensuring proper project surveillance and annual reporting, including monitoring and managing SEC required reporting obligations and deadlines. Major compliance services include oversight of compliance with SEC Rule 15c2-12 and related MSRB rules, which specifically apply to municipal securities, to ensure timely continuing disclosure. Ms. Munsch’s responsibilities will also include project management and assisting with research related to tax increment, special tax and special assessment financing.

Ms. Munsch has a Bachelor of Science degree from Clarion University, where she graduated Magnum Cum Laude with majors in accounting, corporate finance, and personal finance. Ms. Munsch received several honors in her scholastic career, including Clarion’s Greek honors life in her first year of university and several merit scholarships throughout her years of study.

Prior to joining MuniCap, Ms. Munsch worked as a manager’s office assistant for Clarion’s administrative events support team.
