Mr. Whitlock is responsible for providing bond administration services for public finance projects that utilize special assessments and tax increment financing. Services provided include parcel research, preparation of continuing disclosure reports, financial record keeping and trustee oversight, account reconciliation, special assessment analysis, and coordinating special district disclosure and training programs.

Mr. Whitlock is a recent graduate from the University of Missouri with a Bachelor of Science in Business Administration with an emphasis in finance, banking, and real estate. Mr. Whitlock interned for MuniCap, Inc., prior to joining the company full time. Mr. Whitlock also previously worked for Flat Branch Home Loans, a mortgage company, where he gained experience in residential real estate. Mr. Whitlock is a registered Municipal Advisor (Series 50).
