Mr. Oshinskie specializes in financial modeling and the implementation of public financing programs for numerous projects. His responsibilities consist of project management, financial modeling, and analytical research related to tax increment, special tax, and special assessment financing, real estate proffers, and local economic impact analyses.

Mr. Oshinskie has a Master of Science in Public Policy and Management from Carnegie Mellon University and a bachelor’s degree in Economics from Fordham University. Before joining MuniCap, he worked within the local government, defense contracting, and nonprofit fields. Mr. Oshinskie is a registered Municipal Advisor (Series 50).
