Keenan founded MuniCap in 1997 after establishing himself in the fields of public finance and real estate development. His expertise informs all aspects of MuniCap’s functions. In his role as president, he fosters an environment that promotes accessibility, understanding, and uncompromising standards. Recognized as one of the nation’s foremost experts in the field, Keenan has helped pioneer the use of public investment for real estate development in multiple states. With decades of specialized experience, a track record of innovative approaches, and a commitment to continuous improvement, he actively oversees all aspects of company operations.

Prior Experience: Prior to founding MuniCap, Keenan was the director of the D.C. office of a major public finance consulting firm, a principal at one of the leading public finance consulting firms in California, a vice president at a major real estate development firm, and a real estate development loan underwriter for an insurance company and savings and loan.
