Mr. Astalos is responsible for providing bond administration services for a number of tax increment districts, special assessment districts, and special tax districts. These services include but are not limited to annual budget preparation, parcel research, financial record keeping and trustee oversight, project monitoring, surveillance and reporting, including SEC required reporting obligation, and preparing annual reports for clients.

Mr. Astalos graduated magna cum laude from Duquesne University with Bachelor of Science degrees in Finance as well as International Business. Mr. Astalos has also participated in multiple study abroad exchange programs at Central European University in Budapest, Hungary, as well as a highly selective finance program at the University of East London, which he completed with honors. In addition, Mr. Astalos completed a specialized course at Bloomberg Headquarters in London, where he built financial models to forecast effects of Brexit, as well as write case studies for publication in Bloomberg. Prior to joining MuniCap, Mr. Astalos worked as a Fiduciary Advisor at PNC Bank responsible for the investment and administration of ultra-high net worth trusts with charitable beneficiaries.
