Emily brings a breadth of experience and a passion for real estate to the projects she manages. In her role as Chief Compliance Officer, Emily oversees efforts to make sure the firm complies with the Municipal Securities Rulemaking Board and SEC regulations. In her role as COO, Emily works closely with the president and other senior managers to ensure effective operations of the company. She also helps supervise the consulting team.

Emily brings a wealth of experience and a strong passion for real estate, having spent nearly 20 years with the MuniCap team. She is actively involved in all facets of the financial structure for each deal, from conception and capitalization to implementation and administration after issuance. Additionally, she leads new business development efforts in her respective markets. Since joining MuniCap, Ms. Metzler has played a key role in the issuance of publicly marketed bonds totaling over $2.0 billion in almost thirty states. She directly oversees consulting efforts for a range of high-profile clients and projects. While her experience spans the country, she has developed an extensive and sophisticated understanding of public financing across various jurisdictions and is frequently called upon to lead project initiatives in these states.

Emily is active in multiple organizations including the Association of Public Finance Professionals, Council of Development Finance Agencies (also serving as a board member and chair of the strategic planning committee), Urban Land Institute, Lambda Alpha International, Women in Public Finance (National, Maryland, and Virginia Chapters), and has served two terms on the Compliance Advisory Group providing municipal market perspectives with the Municipal Securities Rulemaking Board (MSRB).
